House Republicans Plan 9:30 Vote – Rules Vote to Set Up Debate on the Big Beautiful Bill

The US House of Representatives will vote on the Big Beautiful Bill later tonight.

The House of Representatives is expected to vote on Wednesday night on a rules vote at 9:30 PM ET on President Trump’s Big Beautiful Bill.

If the House passes the vote reporter Jake Sherman estimates roughly 3.5 hours discussion, including an hour for Minority Leader Jeffries to bloviate, before the floor vote – a rules vote to set up debate on the Big Beautiful Bill.

FOX News reporter Chad Pergram explained what to expect next as voting proceeds.

Chad explained the process below. Pergram says the final vote may not come until early in the morning on Thursday.

The House GOP leadership goal is to still debate and pass the bill tonight.

But if they had the votes, the House would have voted already.

They don’t have the votes – yet. But House GOPers are working toward that. My crystal ball pegs a vote sometime deep in the overnight or around dawn if they are able to pry this loose.

Frankly, the “Stockholm Syndrome” will likely kick in the later Members are moored here. After a while, they might begin to agree with their captors. That often happens with late night sessions after Members get tired and tempers are frayed.

Here’s where things stand now on the floor.

The House is now frozen on ANOTHER procedural vote which began today at 2:07 pm et. The House could close that vote at any time. But House GOP leaders don’t want to do so. That would trigger a test vote to start debate on the bill. Republicans don’t have the votes for that. So, they are in a holding pattern on the previous vote.

This vote to make a technical change to the “rule” has a chance to become the longest vote in House history. The House could cross that threshold at 9:28 pm et. The House established the current record for the longest vote on a motion to adjourn in 2021. That vote lasted seven hours and 21 minutes.

So we expect the House to sit on the old vote that’s been open for hours now until they get a deal. Then they will close this vote and vote on the test vote to actually get to the bill.

If the House clears the test vote, it can then debate the bill.

That debate is allotted for an hour. But it will take longer than that. Plus, House Minority Leader Hakeem Jeffries (D-NY) is expected to consume an hour on his own via the “Magic Minute” afforded top party leaders. It’s called a “Magic Minute” because the leaders are only given a “minute” to speak. But as a courtesy, they allow the leaders to speak as long as they wish.

Once debate on the bill concludes, the House then goes to final passage – if they have the votes.

It’s about the math.

The GOP can only lose three votes and still pass the bill. Rep. Thomas Massie (R-KY) remains a nay. House Freedom Caucus Chairman Andy Harris (R-MD) voted “present” on the House version in May. Harris signaled earlier he wasn’t to yes yet.
