The left spent years insisting noncitizen voting was a “conspiracy theory.” Texas just put seven more names on a booking sheet.
Attorney General Ken Paxton announced Tuesday the arrest of seven foreign nationals who had already been indicted for illegal activity tied to the 2024 general election.
Federal prosecutors said six defendants were indicted on September 10, while a seventh was charged by criminal complaint on September 11. One defendant was arrested on September 11, five were arrested on September 14, and one fugitive surrendered to federal authorities on Tuesday, according to the U.S. Department of Justice.
The defendants are:
Helen Sayen Adams, a Nigerian citizen and lawful permanent resident, allegedly claimed U.S. citizenship when registering to vote and cast a ballot in Tarrant County in November 2024.
Joshua Nmelichukwu Akpom, a Nigerian citizen and lawful permanent resident, is charged with allegedly making false statements on a naturalization application regarding prior voter registration and voting.
Carlos Salas Barrios, a Mexican citizen and lawful permanent resident, allegedly cast a provisional ballot in Tarrant County despite not being a U.S. citizen. The ballot was ultimately rejected.
Khalwinder Singh Bhengura, an Indian citizen and lawful permanent resident, allegedly claimed U.S. citizenship when registering to vote and later cast a ballot in the 2024 election.
Celestin Katubadi, a citizen of the Democratic Republic of the Congo and lawful permanent resident, allegedly cast a provisional ballot after falsely claiming citizenship. That ballot was also rejected.
Rocio Thrasher, a Mexican citizen and lawful permanent resident, allegedly claimed U.S. citizenship when registering and voted in the November 2024 election.
Moises Anwar Arellano-Alba, a Mexican national who had been ordered deported, allegedly claimed U.S. citizenship, voted early in Dallas County, and had previously been convicted of a felony. He surrendered to federal authorities Tuesday.
Fox News reported that Moises Anwar Arellano-Alba, a 36-year-old Mexican national, is an illegal alien who had already been ordered deported. Prosecutors say he lied about U.S. citizenship on a Texas driver’s license application, voted early in Dallas County in 2024, and is a convicted felon, including a 2023 conviction for lying on a passport application. He later admitted in immigration proceedings that he had voted.
Others, according to the same federal account, include green-card holders who still swore they were U.S. citizens on voter registration forms and then cast ballots in Tarrant and Dallas counties. In at least two cases, the ballots were provisional and later rejected. Casting them was still a crime.
“Foreign influence has no place in American elections. Today, my office is announcing our efforts to arrest foreigners who attempted to cheat the system and violate our laws that uphold election integrity,” Paxton said. “I will not tolerate attempts to rig elections and silence the will of American citizens and voters. I will continue to fight to ensure that Texas has free and fair elections.”
In August 2024, TGP reported that Paxton’s Election Integrity Unit was already running undercover operations on nonprofit registration booths parked outside DPS driver-license offices, the exact pipeline that can put ineligible names on the roll.
Paxton said then that the Biden-Harris open border had created the conditions for foreign nationals to influence American elections, and that registering or voting as a noncitizen is a crime.
In June 2025, after Texas finally got access to the federal SAVE citizenship database under President Trump’s executive order, Paxton opened investigations into 33 potential noncitizens referred by Secretary of State Jane Nelson for allegedly voting in the 2024 general election. Tuesday’s arrests are the first public payoff from that work, not the last.
This March, The Gateway Pundit also reported a Justice Department review finding tens of thousands of noncitizens on voter rolls nationwide and dozens of confirmed illegal ballots already identified.
