President Donald Trump is reportedly preparing to dramatically escalate his administration’s campaign against the International Criminal Court, with fresh sanctions that could severely hamper the Hague tribunal’s ability to function.
Under plans reported by The Wall Street Journal, the administration would prohibit most financial transactions involving the ICC after a six-to-seven-month grace period.

Reuters independently reported the existence of the proposal but said it had not verified the Journal’s details.
The consequences could be enormous.

Cutting the ICC off from transactions involving American companies and the U.S.-dominated financial system could make it almost impossible for the court to conduct routine international business.
The Journal described the planned measures as potentially far more damaging than the sanctions Washington has already imposed on individual ICC officials.
Trump has been targeting the ICC since returning to office after the court issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu and former Defense Minister Yoav Gallant over alleged war crimes in Gaza.
He previously signed an executive order in February 2025 declaring that the court had engaged in “illegitimate and baseless actions” against the U.S. and Israel and authorizing asset freezes and other penalties against officials involved.

Meanwhile, Washington has sanctioned a series of senior judges, prosecutors, and other officials connected to cases involving Israel or the United States.
Under the latest proposal, most transactions with the court would eventually become prohibited, with only limited exceptions such as communications-related activity.
Such restrictions could leave banks, contractors, and other international companies unwilling or unable to deal with the ICC.
A final decision has not yet been announced. But if Trump proceeds with the plan as reported, the ICC could soon face the greatest existential threat since it was founded in 2002.
