Ottawa’s upcoming retaliatory tariffs include toilet and facial tissue, paper towels and pulp, threatening to drive up consumer prices for Americans
The US-Canada trade war is reaching the bathroom, with tariffs on paper products threatening to push up prices for toilet paper and other everyday essentials for Americans.
Trade talks between the two neighbors collapsed last Friday, with both sides accusing the other of making last-minute changes to a proposed comprehensive deal. US President Donald Trump immediately imposed 50% tariffs on $20 billion worth of Canadian imports, including wine, cement, plywood, and clothing. Not to be outdone, Canadian Prime Minister Mark Carney vowed to respond “dollar for dollar,” with Ottawa announcing duties of up to 50% on around 700 American products on Tuesday.
Paper products are among the hardest hit, with Canada targeting toilet paper and facial tissue with 25% duties, along with paper towels and napkins at 50%. Chemical wood pulp used to make such products also faces a 50% tariff.
Canada is the main source of US toilet paper imports, supplying $383.4 million worth in 2025 – about two-thirds of the imported total – according to US International Trade Commission data. Mexico was a distant second at $63 million. Canada is also the main foreign supplier of wood pulp to the US, including northern bleached softwood kraft pulp (NBSK), a key material in toilet paper and paper towels. Canadian pulp reportedly accounts for around 30% of US toilet paper and 50% of paper towel production.
If the tariffs take effect, US importers will bear the added cost of bringing Canadian products and pulp across the border, and given the reliance on Canadian supplies, at least some of that expense is likely to be passed on to consumers. This could prove particularly noticeable in a country that accounts for more than 20% of global tissue consumption, according to the 2019 report The Issue with Tissue by the Natural Resources Defense Council. Market research data shows the average American goes through around 141 rolls of toilet paper a year – roughly three a week – making the US the world’s top consumer, just ahead of Germany. At that rate, even a modest price hike could quickly add up.
Toilet paper is far from the only potential casualty of the trade war. Canada’s measures mirror many products targeted by Washington, with higher duties covering everything from fish, cheese, clothing, and cosmetics to steel and aluminum goods, motorcycles, smartphones, and exercise equipment. Canadian Industry Minister Melanie Joly said that the counter-tariffs were aimed primarily at protecting businesses while also applying political pressure ahead of the November 3 US midterm elections.

With Canada’s retaliatory tariffs not taking effect until September 8, however, some analysts hope that Washington and Ottawa still have time to strike a deal.
“That gives us this week. It gives us next week,” Christopher Sands, head of the Center for US-Canada Studies at Johns Hopkins University, told AP on Wednesday. “Time to take a breather and talk about how to avert an all-out trade war.”
