Russian forces struck targets across Ukraine on September 18, killing at least eight civilians and injuring 70. A guided bomb killed a married couple in a Sumy apartment building, and a drone hit a commuter train in Kharkiv Oblast.
On the evening of September 18, Russia launched a ballistic missile attack on Kyiv. Mayor Vitali Klitschko said air defenses were operating, and one person was injured and hospitalized. Tymur Tkachenko, head of the Kyiv Regional Military Administration, said two men were wounded by shrapnel in Bucha district and warehouses were set on fire. The attack came one day after a ballistic strike wounded 20 people in the capital.
Earlier that morning, a drone strike in Fastiv district destroyed one house, damaged another house and a car, and injured five members of one family, including three children.
In Zhytomyr Oblast, a Russian strike on warehouse and production buildings in the Korosten district killed two people and injured two more. Repeated air raid alerts interrupted rescuers fighting the fires.
Dozens of drones struck Konotop in Sumy Oblast. Mayor Artem Semenikhin said the attack damaged a school, a kindergarten, medical facilities, private homes, the gas distribution network, power lines, and railway infrastructure. Two women were hurt, one with multiple hand wounds and one with an acute stress reaction.
That evening, Russian forces dropped six to seven KAB guided bombs on Sumy. One hit a nine-story apartment building between the third and fourth floors, killing a couple who both worked for the Sumy City Council and injuring nine people, including children aged 7 and 13. Rescuers pulled four people from the rubble. The couple’s seven-year-old son was placed in intensive care.
Separately, regional governor Oleh Hryhorov said a 17-year-old boy in the Vorozhba community died after he was injured by an explosive device.
In Kharkiv Oblast, a Russian drone struck an electric train in the Novovodolazka community, damaging passenger cars. A 40-year-old man was killed, and the National Police reported eight injured. Russia has repeatedly targeted passenger rail, including a train in Mykolaiv two days earlier.
Donetsk regional governor Vadym Filashkin said Russian attacks killed one person and injured 13. One person was killed and another injured in Kramatorsk. In Sloviansk, 10 people were injured, including eight aged 22 to 58 who were wounded by two aerial bombs that also damaged a house, a café, five shops, and four vehicles. One person was injured in Bilozerske and another in Mykolaivka.
In Dnipropetrovsk Oblast, regional head Oleksandr Hanzha reported more than 10 drone and artillery attacks on the Nikopol and Synelnykove districts and the city of Dnipro. Apartment buildings, private homes, an administrative building, and a kiosk were damaged, and two men were injured.
On the southern front, Zaporizhzhia regional head Ivan Fedorov said Russia carried out 1,031 strikes on 50 settlements in 24 hours, including 21 airstrikes, 762 drone strikes, four multiple rocket launcher attacks, and 244 artillery strikes. Officials received 156 reports of damage to homes, infrastructure, vehicles, and outbuildings. One person was killed, and 14 were injured. The region has absorbed hundreds of strikes daily, as previously reported.
In Kherson Oblast, governor Oleksandr Prokudin said nearly 40 settlements came under artillery, air, and drone attack. In Kherson city, two high-rise apartment buildings, cars, and a scooter were damaged, while six private houses and a shop were hit elsewhere in the region. One person was killed and nine injured. Police said the victim, a 64-year-old man riding a moped, was struck by an FPV drone in Inhulets.
Russia struck Odesa Oblast overnight with KAB guided bombs and attack drones. One private house was destroyed, and at least five were damaged, along with an enterprise, storage tanks, warehouses, a lyceum, greenhouses, and several cars. Three people were injured: women aged 37 and 70, and a 71-year-old man. Governor Oleh Kiper called it a massive attack on civilian infrastructure.
Ukraine’s General Staff said Russia lost about 1,420 personnel over the previous 24 hours, bringing its claimed total above 1.514 million. The bulletin also listed 1,808 drones, 75 artillery systems, 424 vehicles, seven armored combat vehicles, and five tanks destroyed.
On the diplomatic front, President Volodymyr Zelensky opened the inaugural Carpathian 8 Summit in Ivano-Frankivsk Oblast, including the Bukovel resort. The three-day forum brings together Ukraine, Poland, Serbia, Romania, Czechia, Slovakia, Hungary, and Austria. Polish Prime Minister Donald Tusk, Serbian President Aleksandar Vučić, and Romanian President Nicușor Dan attended.
Zelensky said the initiative would focus on “security, energy, a significant expansion of logistics and cross-border economic cooperation, as well as substantial support for our communities.” Investment agreements worth more than €1 billion were presented.
Meanwhile, Putin envoy Kirill Dmitriev and Alternative for Germany (AfD) co-leaders Alice Weidel and Tino Chrupalla are preparing to meet, possibly as early as March, to discuss resuming Russian gas supplies to Germany, Reuters reported, citing two sources. The AfD, now Germany’s largest party, opposes aid to Ukraine and calls for restoring economic ties with Russia. A U.S. official said American diplomats were unaware of any such meeting.
