SCRANTON — City police officers responding to a domestic incident on Jan. 4, found an intoxicated male who told them he was going to be the “number one terrorist” and he hated America, according to a criminal complaint.

Chatra Kaldan, 28, of 118 Prospect Ave., is charged with making terroristic threats and criminal mischief.

Here is what police say happened:

Just after midnight on Jan. 4, when officers arrived at the scene, they found a white Landrover hanging “half-way off” a retaining wall outside the residence, according to the criminal complaint.

Officers could hear loud banging coming from inside the apartment and entered through an open door.

The found Kaldan “flopped over backward” on the couch, passed out. Officers were initially unable to rouse Kaldan, so they repeatedly called his name and used a sternum rub technique.

When Kaldan woke up, he appeared heavily intoxicated, slurring his words and couldn’t complete sentences, police said. Police spotted vomit near the couch where he had been laying.

“Kaldan stated to us several times that he is going to be the number one terrorist and that he hates America,” according to the criminal complaint.

Officers said he was becoming increasingly aggressive and repeatedly attempting to stand up, in spite of officers’ directives to stay seated. He then lunged toward police officers as they were questioning him and was taken into custody.

When officers spoke with Kaldan’s sister, Sunita Rai, and his wife, Purni Mangar, asking them about the Landrover hanging from the retaining wall outside.

They said Kaldan had driven it back to the residence about 10 minutes before they called 911.

They told officers Kaldan had left the house and when he returned he was very drunk.

Kaldan remains at the Lackawanna County Prison in lieu of $10,000 bail. A preliminary hearing is scheduled for 10:15 a.m. on Jan. 16 before District Judge Sean Gallagher.
