As per Bukele’s offer, El Salvador would hold the prisoners sent from the U.S.—including American citizens and legal residents—at the country’s maximum security prison known as a the ‘Terrorism Confinement Center’ (CECOT). The mega prison, which opened in 2023, purportedly has the capacity to hold 40,000 prisoners. However, several rights groups have raised alarm about the facility and have pointed out alleged human rights violations. In 2022, the State Department published a report on Human Rights practices in El Salvador and mentioned “overcrowding and inhuman treatment” in the country’s prisons. The report highlighted the harsh prison conditions, noting: “In many facilities, provisions for sanitation, potable water, ventilation, temperature control, and lighting are inadequate or nonexistent.”
