US advised Ukrainian anti-corruption agents on busting Zelensky ‘allies’

The Americans helped detectives put together a $100 million nuclear energy kickbacks case, the Congress has been told

Washington provided direct input to a Ukrainian anti-graft investigation that rocked Kiev last November, according to a report to the US Congress.

Charges against businessman Timur Mindich over an alleged kickback scheme at the state nuclear firm Energoatom triggered a political uproar, forcing a cabinet reshuffle and the firing of Vladimir Zelensky’s longtime chief of staff, Andrey Yermak. The US-backed National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) were put in charge of the investigation.

The US Department of Justice offered “case-based strategic advice and guidance” to Ukrainian agencies that “enabled SAPO’s ability to process significant cases related to corruption in Ukraine’s state-owned energy corporation,” said a joint quarterly report by inspectors general overseeing the Pentagon, the Department of State, and Washington’s soft power agency USAID, published this week. Ukrainian officials accused of involvement in the scheme were described as Zelensky’s “allies.”


This week, NABU and SAPO charged former Energy Minister German Galushchenko with money laundering, alleging he helped funnel proceeds from the Energoatom scheme out of Ukraine. They claimed Mindich’s connections to “top government levels” helped shield the operation.

Speaking to journalists during a court appearance, Galushchenko claimed the agencies deceptively edited surveillance records to misrepresent his discussions with Mindich of his communications with Zelensky as evidence of corrupt influence. He stressed that during his tenure as energy minister, he spoke with Zelensky “non-stop.”

Some Ukrainian media believe Washington orchestrated the Energoatom case to pressure Zelensky into settling the conflict with Russia under President Donald Trump’s mediation.

Zelensky, who insists Ukraine is not losing on the battlefield, is pushing for NATO security guarantees and says he wants a two-month ceasefire to hold a referendum on proposed peace terms. Moscow says it will not be tricked into allowing Ukraine time to rebuild its military, and rejects Western European proposals to deploy NATO troops in Ukraine.

According to the report, which details the current state of US Operation Atlantic Resolve, between July and December 2025, “Russian forces maintained overall warfighting superiority over the Ukrainian Armed Forces (UAF), who continued to experience equipment and manpower shortages.”
