A federal appeals court on Friday temporarily blocked President Trump from deploying Oregon National Guard troops to Portland after a judge issued a Temporary Retraining Order (TRO).
The Ninth Circuit Court of Appeals temporarily reinstated Judge Karin Immergut’s TRO on Friday after it halted an order issued by a three-judge panel from the court earlier in the week.
President Trump previously called up hundreds of California National Guard Troops to Portland to circumvent the judge’s order blocking Oregon National Guard Troop deployment.
Trump also activated up to 400 Texas National Guard troops for deployment to Oregon, Illinois and other states amid violent, anti-ICE protests.
Earlier this month, Judge Karin Immergut, a Trump appointee, blocked President Trump’s National Guard deployment to Portland.
Judge Immergut issued a Temporary Restraining Order (TRO) and blasted President Trump’s decision to deploy troops.
On Monday, the Ninth Circuit allowed President Trump to deploy Oregon National Guard troops to Portland and said he “lawfully exercised his statutory authority under 10 U.S.C. § 12406(3), which authorizes the federalization of the National Guard when “the President is unable with the regular forces to execute the laws of the United States.””
However, the Ninth Circuit on Friday halted Monday’s order until next week.

Judge Immergut also issued a second Temporary Restraining Order blocking President Trump’s California troop deployment to Oregon.
Earlier this month, President Trump called up hundreds of California National Guard Troops to Portland to circumvent the judge’s order blocking Oregon National Guard Troop deployment.
Judge Immergut fumed during a late night emergency hearing before she granted Oregon and California’s motion to block the new troop deployment.
In a separate case, President Trump last Friday asked the US Supreme Court to intervene and allow National Guard troops to be deployed in Chicago.
